The leaked render for the same was obtained by Videocardz and is pictured below.  If this is indeed the reference card or the Founder’s Edition of the RTX 2080 Ti and 2080, then the twin-fan design is not a surprise. As per the recent leaks, the TDP for the RTX 2080 Ti and the RTX 2080 are both at 285 W which is quite a lot given that previous gen cards would be rated for 180-250W.
